Reauthorization of the Clean Air ActThe Clean Air Act (CAA) was last reauthorized with amendments in 1990. Since then there have been several targeted changes to the CAA, including NAAQS, and Risk Management Plan requirements. These changes were made, however, without officially opening the Act. In the upcoming Congress, the Administration has made clear its intent to offer legislation on the Clear Skies program. Several members of Congress have stated that if this occurs, the impact of the legislation on the current CAA is so extensive that it could require the opening of the CAA.
